News from our Partners: A tribute to the bravery of a Medal of Honor recipient and his wife who stood beside him and the ship that bears his name

- The Anchor Scholarship Foundation proudly announces the establishment of the Jack H. and Ruby Lucas Endowed Scholarship, created to honor the legacy and military service of Medal of Honor Recipient Jack H. Lucas. The scholarship foundation was established following the U.S. Naval Commissioning of the U.S.S. Jack H. Lucas (DDG 125) vessel at Port Tampa Bay in 2023.

Funded by the U.S.S. Jack H. Lucas Commissioning Committee through the Anchor Scholarship Foundation, this $206,000 endowment aims to support a continuous program that offers annual scholarships to students seeking a higher education certificate or degree. Eligible candidates must be a dependent child or a spouse of a U.S. Navy service member who served aboard the U.S.S. Jack H. Lucas for at least one year, whether they are an officer or enlisted, active duty, retired, or honorably discharged. Each year, upon successful completion and review of their scholarship application, three eligible recipients will be awarded a $2,000 or $4,000 scholarship. The scholarship application will assess the applicant's academics, character, extracurricular involvement, and financial need.

The 2025 Jack H. and Ruby Lucas Scholarship recipients include:

1. Rosav Ramsook, a Navy spouse who will start her first year of a clinical lab science program at the University of California – San Diego. She was awarded a $4,000 scholarship.

2. Karen Luque, a Navy spouse who will be a sophomore studying Business Administration at San Diego City College. She was awarded a $2,000 scholarship.

3. Mary Louise Nisperos Wittkopf, a Navy spouse who is seeking an industry certification in esthetics from Evergreen Beauty College. She was awarded a $2,000 scholarship.

Lucas Commissioning Committee for giving us such a generous contribution and entrusting us to administer these funds to help our Surface Navy family members,” said Joy A. Eyrolles, Anchor Scholarship Foundation’s Executive Director. “We know these scholarships will make a huge impact on the lives of those who receive them, not only today, but long after they earn the diploma.”
